Barry Ruback, a professor of criminology and sociology, conducts research examining predictors and effects of sentencing decisions, particularly economic sanctions.  He has worked at the U.S. Sentencing Commission and is currently the faculty consultant to the Pennsylvania Commission on Sentencing.

Cynthia Kempinen is the Research Director of the Pennsylvania Commission on Sentencing, where she oversees the Commission’s research activities. In addition to the statutorily mandated evaluations of the Motivational Boot Camp Program, the State Intermediate Punishment Program, and the Recidivism Risk Reduction Incentive Program, the Commission has also recently conducted research on mandatory minimum sentences [HR 12] and economic sanctions [HR 37] in response to legislative mandates.
