The Board of Visitors meets twice per year and works with alumni, faculty, students, and friends of Penn State to advance the standing of the Department. Current members of the Board of Visitors are as follows:

Doug Barbin ’97

Doug Barbin is president of Schellman & Company, LLC, a top-50 CPA firm and DoD/DoW/DIB CMMC Third Party Assessment Organization with facility Secret clearance, and national managing principal for Schellman Compliance, LLC. Since joining Schellman in 2009, he has led the transformation of its IT audit foundation into a market-leading cybersecurity and compliance services provider. He began his career in forensic accounting at Price Waterhouse before joining startup cybersecurity firm Guardent, which was acquired by VeriSign in 2004 and later sold to SecureWorks in 2009. A second-generation Nittany Lion, Barbin graduated in 1997 with dual degrees in administration of justice and accounting.

Ron Kocher ’87

Ronald Kocher is a retired Naval Officer (Captain/O-6) having served thirty years in the United States Navy, stationed on an aircraft carrier, Trident submarine, and submarine tender, with four overseas tours. He holds a Penn State degree in administration of justice (1987) and a Master of Science in management from the Naval Postgraduate School. Kocher began volunteering with Liberal Arts in 2011. In retirement, he runs Bux Pix, a veteran-owned Pennsylvania-based film production company, and volunteers with the VFW/American Legion. He also serves as an ambassador and committee member with ArtsQuest in Bethlehem. He and his wife, Dorothy, reside in Doylestown, Pennsylvania.

Nancy Lauer

Nancy Lauer holds a B.S. in administration of justice from Penn State and a master’s degree in public administration from California State University, Long Beach. She is a graduate of the FBI National Academy and the Boston University Senior Management Institute for Policing. Lauer served on the Los Angeles Police Department for twenty-nine years, reducing crime and urban blight in each of her commands through strong community partnerships and innovative strategies. As a traffic commander, she founded the Traffic Assistant Scene Investigator Program for LAPD cadets. As commanding officer of Criminal Gang and Homicide Division, she conceived the LAPD’s Homicide Library in partnership with the FBI, resulting in numerous cold-case arrests. After retiring, she joined the University of Southern California’s Office of Conduct, Accountability, and Professionalism as a senior investigator. She currently serves on the City of Wilder, Kentucky, Planning and Zoning Commission and is president-elect of the Covington Rotary Club.

Charles H. Lutz ’67

Charles Lutz was commissioned upon graduation as an Army Intelligence Officer and served a year in Vietnam. He then spent thirty-two years in international drug law enforcement, with tours of duty in Southeast Asia (twice) and the Middle East, and managing Drug Enforcement Administration programs in South America, Central America, and the Caribbean. After 9/11, Lutz was appointed Federal Security Director at Orlando Airport with the Transportation Security Administration, and ended his full-time working career as the State Department’s Counterterrorism Advisor to the Government of the Philippines. He was a charter member of the Crime, Law and Justice Alumni Advisory Board, an elected member of the Alumni Council from 2001 to 2007, a 2009 Liberal Arts Centennial Fellow, and in 2025 was named an Army ROTC “Graduate of Distinction.”

Robert Martin ’87

Robert Martin is a strategic security leader with deep experience guiding global, regional, and site-level programs across corporate, pharmaceutical, and higher education environments. He specializes in enterprise risk management, crisis leadership, workplace violence prevention, aviation operations, and large-scale security integration. Martin has led organizations through major acquisitions, built foundational security functions, and strengthened resilience through comprehensive policies and cross-functional risk-mitigation programs. He holds an M.B.A., an M.S., and a B.S., and is board-certified as a Certified Protection Professional, with advanced executive education from Wharton, Harvard, and Kellogg. Two of his three children are Penn Staters.

Amanda Reinitz ’05

Amanda Reinitz graduated from Penn State in 2005 with a B.S. in crime, law, and justice, a B.A. in political science, and a minor in history. She received her J.D. cum laude from the University of Minnesota (2008) and began her legal career at the Social Security Administration in Philadelphia, litigating employment law disputes and handling appellate matters before the Third and Fourth Judicial Circuits. In 2011, she was selected to serve as a special assistant U.S. attorney at the U.S. Attorney’s Office for the Eastern District of Pennsylvania, prosecuting white-collar fraud cases. In 2017, Reinitz joined the Department of Justice as an assistant U.S. attorney, focusing on violent crimes and national security cases. She also serves as an adjunct professor at Temple University’s Beasley School of Law and participates as a mentor in Penn State’s Liberal Arts mentorship program.

Michael J. Wagner ’95  |  Chair

Michael J. Wagner is an associate general counsel for Crump Life Insurance Services, a subsidiary of AmeriLife. As a seasoned transactional attorney, he advises on a broad range of complex corporate and commercial matters, including structuring, negotiating, and finalizing high-value contracts that affect the organization’s revenue, risk profile, and strategic initiatives. Wagner earned his B.S. in administration of justice from Penn State and his J.D. from Roger Williams University School of Law (1998). He has individually established and collectively supported a variety of endowments and scholarships in support of Penn State students, volunteers as a mentor in the Liberal Arts Alumni Mentor Program, and has served as chair of the Department of Sociology and Criminology’s Board of Visitors since 2017.

Delore Zimmerman ’86

Delore Delmar Zimmerman earned a doctorate in sociology from Penn State in 1986 and is a founding member of the university’s Sociology and Criminology Board of Visitors. He is president and CEO of Praxis Strategy Group, which he co-founded in 1994 to promote economic transformation and regional growth. In 2009, Zimmerman launched Praxis Africa Ltd., advancing sustainable development through partnerships in eleven African nations. He serves as development chief for the Awutu-Mankessim Traditional Area of Ghana, where he is known as Nai Awuah Kotoko, or “The Porcupine Warrior.” He received the U.S. Presidential Lifetime Achievement Award in 2022 and also serves as ambassador-at-large for the United Nations Alliance for Sustainable Development Goals.
